What should this feature enhancement do?

GoogleUpdate.exe needs to let the user know of new updates rather than just
silently installing them without user's knowledge.
For example the google earth plugin was updated sometime between March 29,
2009 and April 1, 2009. The user should be in the loop to know that this
update happened or was about to happen so it doesn't break existing code.

Are there any known workarounds that produce the similar results?
