This needs a image symlink so that this identifier will be stable across artifacts

Not sure about whether the bootstrapping of it happens if it already exists?

may just want to have one of our existing scripts copy it to data/mender or data/gcp on first run?

this can be handled either in yocto, or I can add it to the current activation agent
