Fixed caching of fallback locale #138

May be a little hacky solution, but works. The issue was that the cached catalogue lacked fallback catalogue data.

Coverage decreased (-0.4%) to 69.722% when pulling 0293f943903a458cfff4d8632fe6ed0d7aa8790c on 31vi5:master into 14ddd26027f2ec614c759cf675ca57cda4b77fef on Kdyby:master.
