Add KPFERA keyword when missing #806

The KPFERA keyword is now being added to L0 files when they are assembled. We have 1.5 years of L0 files where they are missing.

I propose these boundaries for KPF Eras: KPFERA = 0.5 - before first light (Nov. 9, 2022) KPFERA = 1.0 - first light - the start of the first service mission (Feb. 3 is a clean boundary) KPFERA = 1.5 - service mission #1 (Feb 3-20?) KPFERA = 2.0 - post-service mission KPFERA = 2.5 - service mission #2 (currently planned for November 2024) KPFERA = 3.0 - after SM #2
