Please merge the feature/query_db_before_after_master_files_20240404 branch into the develop branch.
This is the DB-query module for WLS master files nearest in time before and after. It is actually more general and will also work for caltypes other than WLS.
Please see the short recipe and config file to see how to call it (included in this PR). The recipe shows how to fall back on default WLS master files, in case the recipe cannot connect to the database or if the queries fail.
