QLP Time Series developments #846

Ingest RVs into the time series databased. Added a standard plot for LFC, ThAr, Etalon.

If possible, it would be good to get this merged before tomorrow so that others can use the code during the Hack Session.

Actually, having it merged tonight would be helpful so that I can regenerate the time series database in /data/kpf/time_series/kpf_ts.db. It takes about half a day without parallel processing (which I can implement by hand).

I added a few capabilities. Hopefully, the CI will be done in the morning.
