Consolidated database code. #918

Mainly moved DB code from modules/calibration_lookup/src/alg.py to database/modules/utils/kpf_db.py.

I tested these changes by running parts of the masters pipeline for 20240624, and it worked fine as far as I can tell.

Also ran the following test, which worked fine:

kpf -r /code/KPF-Pipeline/recipes/test_wls_interpolation.recipe -c /code/KPF-Pipeline/configs/test_wls_interpolation.cfg
