Add Fan-Made Tiles

Big pull request here, but in summary it adds a new option to add fan-made system tiles for map generation, and of course for custom map building. Currently adds the following fan-expansions:

• Uncharted Space, which adds 24 new tiles
• Discordant Stars, adds 34 new factions for random race selection.
• Eronous Tiles, adds 129 new tiles and included 6 new wormhole types. Intended for very large maps.
• Not a fan expansion, but there's also some wacky new hyperlane tiles added as per the request of some people in the TI4 homebrew discord.

Full Changelog

• Adds the tiles as explained above (Closes #123)
• Refactors tileData.json to tileData.js to:
  • make use of Enums
  • generate dynamic arrays for some tile types (e.g. blankreds)
  • Allow for multiple anomalies/wormholes in a system, which were required for some new tiles
• Refactored how expansions are selected, now that there is more than just POK. Now passes a dictionary and utilised an enum in tileData.js
• Adds tooltip when hovering over legendary planets
• Encoding and decoding settings changed to include additional options, whilst remaining compatible with old URLs
• Updated react module to v5 to make use of new Bootstrap module features (might not be necessary)
• Updated react-tooltips module to v5 (probably wasn't necessary, thought it was for multi-line tooltips but have learnt it is not)
• Added a 'wormhole overlay' to show the icon for wormholes similar to the tile number overlay.
• Changed map generation to include maximum 3 wormhole types
• Changed checkAdjacency to be smarter with anomaly swaps. Now if an anomaly tile has a planet, it will be swapped for a planet tile instead of a blank red.
  • (As a side note, the map generation algorithm could do with some updating. Currently it has a tendency to give a player a very poor slice. I've seen this trip up less experienced players on the SCPT Discord.)
• Changed format of system tiles to be webp instead of png. This should let tiles load much faster.
