There are two different version of tools.py in development #128

One is in the gating folder and the other in the app folder. I'm presuming the one in the app folder isn't in use, but it's still pretty confusing.

Sorry about that. That file should have been moved in the pul request which created it but never was so I moved it myself. It then caused a merge conflict and I forgot to delete the old version of the file during conflict resolution. Will fix immediately.
