Instance manager improvements #132

Balances instances every 5 minutes using a cron job (notably cron jobs only run on the default appengine version).
Created webhook (/_ah/balance) to balance instances thirty seconds after being called.
Instances call balancing webhook on termination to minimise downtime.
Logs to stdout as well as text file for ease of debugging via cloud console.
Strips semicolons from filenames as a hacky way to prevent task injection.

LGTM. Will merge this in the next 24 hours unless there are objections - I'd like to get this into development as soon as possible so that it can be tested over as long as possible.
