Gating is broken #173

It's running. I've not looked into this yet, I just raised the issue when I found it. I think it's been broken for a while. I'll try to take a look at it today.

A restart of the running instance fixed this. The new instance went and grabbed my old tasks from the queue as well. This raises a few issues in my mind. We need something which can pick up on things like this and kick the instances into doing some work. Essentially I'm talking about a watchdog for worker instances. Though whether or not a 'heartbeat request' (which would seem the obvious cloud-based equivalent of a normal watchdog) is a good idea is another matter.
