Initial support for utilizing MemStream as a plugin for ReClass. Supports reading and writing

Decided to convert it from utilizing memstream itself as the plugin to making it an example app, just to remove any potential conflicts. Put memstream dll in the root ReClass folder and the plugin dll in the plugins folder
