Because of how docker stores images as layers it would be useful to create a base image on which other Dockerfiles would be created, saving on storage space.

Also, since [containernet requires certain tools be installed on every image] (https://github.com/containernet/containernet/wiki/Container-Requirements-and-Compatibility) this base image would have these preinstalled
