An action manager should be added to sIBL_GUI so that actions can be reused easily once registered. Refer to Mari ( http://www.thefoundry.co.uk/products/mari/ ) Api for an implementation.

An "actionsManager" module has been implemented in "Umbra" package providing the requested mechanism.
