When this USE flag is enabled, the /lib/udev/rules.d/80-net-name-slot.rules file is never created, so it implicitly uses the old interface naming. This makes the message redundant and slightly misleading.
/lib/udev/rules.d/80-net-name-slot.rules
And IMO, USE=rule-generator is the better way to use the old interface naming, as it makes the names of interfaces persistent across reboots.
