Update editorconfig and add Issue templates #17

Motivation

Update editorconfig to keep formatting consistent with XbK standards
Create Issue templates

Checklist

[ ] Temporary settings (e.g. variables used during development and testing) have been reverted to defaults

How to test

Verify that it is required by editorconfig to separate using groups in .net projects-
Check that new repository created out of the repo-template provides user with issue templates
