Makes the issue markdown a lot more human and git reader friendly.

@rsangole GitHub is reporting a conflict between the old ISSUE_TEMPLATE.mp and the new version of the file. Since you are the author of the first file, I'm happy to resolve the conflict in favour of the new file. Before I do that, can you look at the conflicts please and confirm I can simply overwrite the old file?
