Create subsystem for moving Gears grabber #9

Talk with Gears crew to find out what kinds of operations we need to provide.

@They need to be able to be able to move to 3 set positions: Top, Middle, Bottom. Move from floor to middle to top from any position.

Use an encoder to see what position the axis is in.
