C19 DRN [WIP] #166

Started C19 DRN. Will post when ready for review.

I fixed a broken link to NASA HQ retirement page and the figure title for Fig-Pointing-2. Otherwise it looks good. I pushed the two updates on the c19-drn branch.

I did notice that the CDPP focal plane plot shows a non-white value (cyan => CDPP=0) for for mod-4 (channels 9-12) in C18 & C19, though it was white (CDPP =NaN) from C9 -> C17 as expected.

Thanks Doug! I updated the CDPP focal plane plot to make mod 4 channels white by hand, and went through it one more time and made small edits for wording clarity. I'm going to write up the news post then make live.
