Add C0-7 DDT programs to the programs listing on the website #78

Also ensure the PDF proposal for DDTs are linked to.

Due to an oversight the single C4 DDT program and the C10 DDT programs were not listed on the website. All DDT programs now appear and the pdfs of their proposals have been added.
