Release PyKE v3.1.0 #144

Tasks needed before we can release PyKE 3.1.0:

[x] Update the README
[x] Update the "What's new page"
[x] Push the documentation to github.io
[x] Release oktopus 0.1 and make it a dependency
[ ] Go through the issues to check if anything needs to be resolved before 3.1.0
[ ] Make a blog post for the GO website and promote on Twitter
[ ] Give CHANGES.rst, WHATSNEW.rst and README.rst a final edit.

We do not worry about updating the command-line tools in 3.1.0 to use the API, this will be a feature of 3.2.0!
