Missing Titanium mine, worldmap mine or trade option on COI Curland Map #55

Hello,

I can't find Titaniun on COI Curland Map. There is no trade/contract option to get it or mine on worldmap. I tried to edit the map adding some mines, but the changes don't affect saved games, just new ones. I tried to delete the TerrainDataCache file, but no success too.
