Copied over relevant changes from DefaultConfig. Should fix EVA propellant, various experiments, update mod support. Also looks like it includes my HDD size balances.

Fixed compatability for a lot thank you. Merge request? Fork doesn't show up in CKAN which would have really helped.

@gotmachine, could you please take a look at this PR? A user has requested us to add the additional fork to CKAN, but reviewing and merging the changes to the main repo would work out a lot better.
