Having people able to warp at will does not look like a good multiplayer gameplay: people keep catching up with each other, and end up playing "solo mod with friends".
Three options sounds reasonable:
Warp disabled
Vote
Shared resources/critical section: if more than a single player is in flight, warp is disabled.
A good solution seems to lie between the last two items, but this needs further investigation.
