gentoo would like to build using system jpeg. #56

But note that it will only work properly with recent libjpeg_turbo, due to
motion jpeg support.
Not regular libjpeg or older libjpeg_turbo.
e.g. ubuntu precise should work, but ubuntu lucid will fail.

r311 supports libyuv.gyp use_system_jpeg
The unittests don't do anything special yet.
chromium libyuv rolled from r306 to r311.
