To do this, it has to be an app, not a website. And you are taking on a huge amount to be accepting files and taking on the risk associated with allowing files to be uploaded to your app server. even wordpress this would cause a lot of problems. This is possible but this is an enhancement for the future. As when do you think someone is actually going to be doing this? You are not deloitte.
The best way to do this, is to use google forms, and we embed it in the site. This will allow uploads, and it will save the files to your google drive. I am not sure that you can do this though with just your plain gmail. openketch could do it.
The form requires you to protect user data, and you are liable for the docs they upload etc. so there is legal risk here if you don't properly have a solid privacy policy and proper protections.
