Update dev setup

Hello, i updated the dev setup and compat.lua, also fixed some files getting double '---@meta\n' during code generation

Hi Azganoth, I should apologize for never even responding after a month. The pull request seemed too big with a lot of formatting changes, and I had trouble understanding it.

• I didn't see where there were double ---@meta, only that the whole files got replaced.
• Some math api shorthands are not the same, like acos returns degrees, while math.acos returns radians. You can reference this from compat.lua as found from when opening Wow.exe in a text editor

The project is messy though, so I can't say I'm proud of the current state.

Its alright u done a great job making it all work.

• Some files are written with CRLF line breaks (\r\n) so when this is executed it adds double ---@meta\n. I just rewrote those files using LF (\n) line break.
• I know the shorthands are not the same, but compat.lua is a type declaration file, so the internal function logic is irrelevant. With the parameters and return types being the same I dont see a problem with using the already defined declaration.
