Could you tell me how to generate youtube live m3u8 url with ytarchive?

Something like "./yt-dlp_linux -f best -g https://www.youtube.com/watch?v=FoBfXvlOR6I".

You can't, that's not within the scope of this project. ytarchive does not touch m3u8 data at all.
