Scrollbar State Change Bug #35

What steps will reproduce the problem?
1. Mouse-over the scrollbar and it switches to the 2nd state (highlighted).
2. Mouse-down and mouse-up and it switches to the 1st state (normal).
3. Stay still and keep clicking the bar but the state never changes.
