Interpret Configurations for comparison #7

Once we are retrieving configurations from Traffic Ops, we must compare that version with the local one and know what the differences are, so we must represent the configuration data in a way that allows easy comparison and reporting of the differences.

This is currently be done per-line in the ort script

Since this is already being done in the ort script, repeating this process is unnecessary. It can be copied if this gets run on a separate process
