Tumwater auto_keep_obs not always consistent #15

Noticed in Spring Chinook, SY2021 output. Many fish have 2 rows for Tumwater, an observation and a recapture. Some tags have auto_keep_obs set to TRUE/TRUE, but others have FALSE/TRUE. Not sure why it's inconsistent

Ex: tag 3DD.007741BCB6 and tag 3DD.007741D589
