consider adding gtk3 support to tint2conf: stage 1

The attached patch works against 0.11.
It doesn't have the required CMakeFiles.txt changes, as I don't feel 
particularly confident about cmake syntax and this should be configurable (for 
the time being).

None of the changes in this patch should break gtk2 build, beyond requiring 
gtk+ 2.24.

tooltips were simply removed, as noting seemed to be using them.

Stage 2 would be making tintwizard.py use introspection based bindings - that 
might be significantly harder.
