No task cycling when all windows are minimized

What steps will reproduce the problem?
1. Configure tint2 with some mouse bindings for next_task/prev_task.
2. Minimize all windows.
3. Move the mouse over a task in the taskbar and use the next_task/prev_task 
binding.

What is the expected output?
To cycle through windows, and raise the minimized ones.
This is also the behaviour of the Alt-TAB switcher in XFCE.

What do you see instead?
Nothing happens.

Note that if at least one window is not minimized, tint2 will raise the others 
when cycling like this.

Fix in http://code.google.com/p/tint2/source/detail?r=652# please take a look 
and check that it is OK.
