Client-only kc release #133

We should have a full-node and a client-only release of kc.

This will accommodate the use-cases where all MDIP services (gatekeeper &c) are hosted remotely over the network.

What is meant by "release" in this context? A separate repo like https://github.com/KeychainMDIP/kc-dc ? Alternatively, maybe a distinct branch in this repo? Or perhaps we can split this repo into keymaster and gatekeeper components.
