fix missing buildx in make file
go upgrade to 1.22
upgrade all mods with go get -u ./... and go mod tidy
newer "sigs.k8s.io/controller-runtime/pkg/metrics/server" and "sigs.k8s.io/controller-runtime/pkg/webhook" required newer structs
