This is similar to bug #5. County closures don't seem to be full inherited from the state data.
One example is Ohio (see below). As I understand it, Ohio, which has an earlier date of 3/16/2020 for social distancing, should be superseding all counties which have social-distancing dates after that date. Is this a data error?
