Hello - thanks for your questions. 1) We assume state superiority for all policies, and resolve any conflicts by applying the state policy. For more, see the ReadMe about how we inherit policies between state / counties. 2) We are not tracking which industries are identified as essential in this dataset, with the exception of tracking if religious gatherings are banned or not (usually as part of another ban, though some areas except religious gatherings from their NPIs). We hope that our citations for the policies provide you a head-start for any research you do on this.

I would like to ask you two questions:
Are there any conflicts between federal, state, local policies. In this case, is there any way to report in the database which of the conflicted policies applies at the most granular level?
Would the database incorporate business related information, for example which industries are identified as critical and though exempt from policies at the local level?
