Improve forest generation on the overmap #421

The forests were fine when the base layer had all three:

But when the city was removed, the noise that generates the base layer is not really aligned with the new situation. We need to adjust the noise properties so the forests have a more sensible shapes. Alternatively we could make the forests into areas (using the overmap area generator) too.
