As a user, I want to be able to accept the terms and conditions on the web page interface for claiming a network to ensure that I adhere to the legal and policy requirements of the service.
Acceptance Criteria
[ ] User is presented with the Terms and Conditions text.
[ ] User can read the Terms and Conditions without needing to scroll excessively (e.g., multi-page view, reasonable font size).
[ ] User must scroll to the bottom of the Terms and Conditions to enable the Accept button.
[ ] User can accept by checking a checkbox stating 'I agree to the Terms and Conditions.'
[ ] Accept button is enabled only after the Terms and Conditions are scrolled through and the checkbox is checked.
[ ] User is alerted with a confirmation message after accepting the Terms and Conditions.
[ ] User cannot proceed to claim a network without accepting the Terms and Conditions.
