Write information on how to contribute. #7

This should be geared to a general dev audience, not just KAers. I think it's fairly unlikely we'll get outside contributions, but I want the option to be available just in case. I think many people will also be curious how the blog is built, and docs on how to contribute will help those people as well (probably).

I should also be sure to call out that this issue tracker is where to put dev issues with the blog. Interopping with our support queue should probably be explicitly laid out too.
