Release v0.7.0 #324

It's getting close to a year, we should do a release! As usual I did a bit of rewording in the changelog, and also changed this and past changelogs to not treat dropping older Go versions as breaking per our handy new versioning policy.

Fixes #321.

I'm just gonna merge this immediately so I don't get distracted before merging it and forget to actually make the tags.
