i18n #3

I don't yet know how these components will work with i18n.

There's one outstanding todo in TimeAgo to use i18n. Other than that I think all of the remaining components are language independent right now.

The first goal is to figure out how these will work with our i18n pipeline. Secondarily come up with a solution that will work for users outside of Khan Academy.
