add device property to query what ANARI spec version is targeted #120

Discussion WG: looks good, only the anariVersion.patch should not matter (be removed), because the patch version of the spec per definition does not change any behavior nor IP. This is also consistent to ANARI's Conformance Process which also only records major and minor version number of the spec.

Makes sense! Just pushed an update removing the patch part of this change.
