Not available in focal 20.04 so we are switching which image does the clang-format.

Finally got tired of clang-format 10 differing from newer versions but being nearly impossible to install.

Well that's interesting, the CI VM (presumably) ran out of disk space.

@outofcontrol is working on getting our Google Cloud-hosted runners integrated with github, which could help since they can be tuned for CPUs/RAM/storage. But just re-running actions might work too.
