Update Vulkan docker image #5

Remove old Vulkan "default" Dockerfile (which was never intended to get special treatment).

Add new Vulkan Dockerfile using current versions of the toolchain and hijacking some of @rpavlik's script to allow setting the user/group at docker invocation.
