Merge KTX compare tests to main #22

This MR contains all tests for the ktx compare tool, alongside other changes related to fixes needed to be done in order for ktx compare to work as expected (including the fixes related to the handling of the D24S8 format).

Ran into the GitHub 3000 file limitation again. Looked at a random sample of the tests locally. They seem reasonable. Clearly I've not been able to review every file.

I won't merge yet because the changes I requested in https://github.com/KhronosGroup/KTX-Software/pull/868 may well cause test changes.
