Revert "Exclude linux *.whl files from publishing to PyPI" #846

Reverts KhronosGroup/KTX-Software#845. Should not have been merged to main.

@ShukantPal PR #845 must be against the test_py_publish branch. publish-pyktx.yml is almost wholly rewritten c/f main. Please figure out an RE to use in the .yml file rather than modifying download_release_assets.sh to achieve omitting the Linux .whl files.
