Move CI to Github Actions #556

Also add testing for vendor extensions.

Looks like our travis builds are generating errors now: https://app.travis-ci.com/github/KhronosGroup/OpenCL-Docs/builds/259645816

I could try to fix this but I wonder if it would be more efficient to move everything to GitHub actions instead.
