publish cl_intel_device_attribute_query #104

Please publish the cl_intel_device_attribute_query extension.

The spec source for this extension was merged here:

https://github.com/KhronosGroup/OpenCL-Docs/pull/657

Note that I've chosen extension number 72 for this extension even though the next number is 71 since number 71 will be used by the pocl extension (see #102).

I've rebased this PR to eliminate the merge conflict.

Could this be merged soon please? We have been shipping this extension for a while now and it's a little awkward that it's not on the registry. Thanks!
