re-add OpenCL C 2.0 spec pdf to fix broken link #148

fixes #126 see #146

This specification was removed previously "to avoid confusion", but there are already other old specs in the same directory, so adding this one should cause minimal additional confusion. The link to this and other older specifications are already clearly marked as an older specifications, provided for reference only.

N.b. that's mostly why I was suggesting handling it in .htaccess originally, because there were always going to be links to the 2.0 spec from other places than the registry index page.
